Maybe if you're wearing terrible gear otherwise. 5% extra damage is a lot more than you'll get from a 3% increase to your max magicka (assuming about 30k max mag without the set bonus). The major/minor changes are designed so that minor buffs are about 2x as powerful as a 2-4 pieces set bonus, and I think ZOS actually hit that target pretty well.
The problem is that the duration and availability of all of the major/minor buffs and debuffs used to be balanced around the fact that they all had different power levels, and now ZOS has decided to standardize the power without standardizing the sourcing.
I assume there are plans to fix the sourcing in update 29 or 30, but until then, balance is going to be super messed up.

The "someday" part is the problem. Until those adjustments are made, balance is going to be a mess.

@the1andonlyskwex The way that stacking of damage boosts works, it is not a true 5% boost unless you have other damage increase like CP, passives, etc. It is generally more like 2.5-3% increase (Earlier it was 4-5% increase). On the other hand, 1pc weapon damage, especially on builds stacked with weapon damage multipliers can reach over 3.5% increase. It is bit less for max resource bonus but they at least give you added sustain to boot.
