I'm not an IT expert, but couldn't they just temporarily remove the 12 tickets cap until the issue is resolved? If I was the decision maker at ZOS, this is what I would do immediately after hearing about it, and then work on resolving whatever is the cause (which I assume does not have an easy solution or it would be done already. Might be wrong).

The 2 times it happened where the NPC didn't show up, I just logged out near the tent, then logged back in. This appears to "force" the NPC to show up, because the game prioritizes the objects that are closer to your character. Worked both times flawlessly.
While I agree it's not ideal for there to be any issues, with such a simple solution, it doesn't require them to extend the event, etc.
They also ended the event tomorrow morning, instead of today, because of the patch update, as they knew it would be a long day.

I usually think the requests to extend events are excessive, but this time it's absolutely appropriate. I lost two days worth of tickets, and I know many others did as well. (Not to mention how many hours of my life I wasted trying to jump from instance to instance, all in vain.) I'm guessing I'll probably be out of luck again today, too.
It will be outrageous if they don't do something to make up for this snafu. Although, there's no point extending the event if they don't actually fix the problem first. Otherwise it will just be an extra day or two of frustration.
