This time it looks like they simply reversed that-- scheduled the event's starting and ending so it still lasts for 13 "ticket days" (i.e., 11 full days plus 2 partial days) but ends the day after Monday maintenance so the maintenance doesn't interfere with players' ability to grab their tickets for the last "day" of the event.
Got up just now to make use of the final 10 hours of the Witches Festival, only to discover that the Witches Festival, publicly advertised as ending at 10am on November 2, 2020. in fact ended, for all practical purposes, at 4am on November 2, 2020... due to maintenance. Could they simply have announced correct start/end dates/times for the festival? I would have assumed so, but this is not the first time this has happened, and I suspect it will not be the last... so at this point, I have the distinct impression that might be asking too much. Clearly the burden is on me to check the maintenance thread here on the forums several times daily, as a precondition to doing anything in-game.

From now on, I am going to pretend that the dates given for events like the Witches Festival are advisory only (in fact, not worth the cheap virtual paper they are printed on). I am going to assume that the calendar for the event is in fact not published for my benefit, so that I can organize my play time to take maximum advantage of the event, that any day (especially the final partial day) can and likely will be lost without warning due to "maintenance" or other such denial of service, and I will make sure I am done with everything I might want out of these events on the order of 24 to 48 hours early, since the published calendar is advisory only. The consequence of this is that I will be spending less time in game, but so be it.

Since the event is scheduled to end on Tuesday according to the official thread on the event, which has already been linked here. I assume that this is part of why the put out the patch on Monday, as we can still collect stuff tomorrow unless they utterly screw up the patch.
I have no idea where people got that it ended on Monday as I've seen no actual signs from ZOS that this was the case.
EDIT: a lot of previous events have ended on Tuesdays in the past, often with a patch on that day as well. I've collected tickets in that 2 hour window which is usually available to EU players a couple of times.
