What are the ways to increase fps?

I got a new gpu and all my games but 2 work great now (division 2, Shadow of War, Resident Evil 2, the list is huge).
The two that run just as poorly are guild wars 2 and elder scrolls online. Guild Wars 2 has a player made dll injector that improves fps with some fancy dx12 functions. Letting gpu do stuff it's meant to instead of cpu being overwhelmed. Does ESO have anything like that?
I am not getting a new cpu anytime soon so I am wondering if anyone knows, without guessing, what settings are cpu dependent so I can shut them off and just max all gpu dependent settings.

✭✭✭✭✭The games listed, are any of them MMORPGs? A couple of them have multiplayer but that is not the same as an MMORPG.
ESO and GW2 have a lot going on. Additionally, ESO is more GPU intensive which probably still affects the graphics.
More importantly, we have no idea what your new GPU is. That information may shed light on it being decent or not. Other aspects of a PC configuration can affect performance such as total ram.
Then there are the in-game settings that will certainly affect your FPS.0 -

✭✭✭✭✭Add-Ons are a big one that affect FPS, @Red_Feather.
Fortunately they are easy to minimize or turn off completely.
Some add-ons have their own settings ... and even give a warning about how the setting impacts performance.1 -

zergbase_ESO✭✭✭✭List hardware specs if you want proper help if not people are shooting in the dark. Addons disabling and not using any will help take cpu overhead down. Disabling or making shadows and grass low will Help. Just again depends on situation. Knowing hardware config would help.0

I was not doing the blame game. We have no idea what your system is. Please add CPU/GPU/Ram and what FPS you are getting in a busy city and when you are in the middle of nowhere.
To2C is correct that add-ons can impact the performance of the game and some settings for the game itself can help improve performance without taking much, if anything, away from what we see.
Things like turning off water reflecting quality and shadow quality while setting grass to low should help with FPS without much loss in what matters. These are just low hanging fruit.0 -

✭✭I was getting 32fps even on minimum settings but switching to medium , then to high and then manually turning some settings up I am now at an average 58fps. Isn't that weird.0 -

I noticed turning off some of my addons that scan offten like trader add on or interface ones improved my fps MASSIVELY. I now run 90+fps 60ish in pvp.IGN: Ki'rah
Khajiit/Vampire
DC/AD faction/NA server.

✭✭ESO is more CPU intensive than GPU. And it is also a very badly optimized game which means that even players with strong computers may have issues.

Settings like "Shadows" put stress on CPU. So lowering these will give you an increase in FPS.
