By using the same toolset already available in game to make your character.
The more meaningful question would be dealing with the added cost for a customized house guest then the added cost for a token to changing their appearance when we fancy such a thing.
Of course, people would prefer a choice of a Porche or Mercedes over a Nisan or Volkswagen? I think the answer is obvious until one tosses in the price tags.

Because that works the same and won't be adding a lot of data usage or anything...
No matter what I want, I try to wish for things that is more plausible, so I go for varied premades. Would it be nice with custom ones? Yes, but I don't see how that could be added to the game well, and let's not even think of the cost.

I think premade, simply because I would like the larger dialogue (so more like khajiit or historian) selection. Also, I would like some of our recurring NPC friends as guests in the future. (and Remains-Silent)
I love the idea of customizable because I like to theme homes and getting enough of the correct race or role for a house could be difficult. I love argonians and would love a couple to place at my Stay-Moist tending guars or just chilling, but I am not sure how many races/genders/roles combos we will get and they do have to voice them all which could mean the "custom" ones would have a rather generic dialogue tree.
