A Craglorn or duelists? (PVP)

Between battlegrounds me and my GF usually does some duels.
We've tried to enter Cyrodiil and Imperial City to do our duels there but for some weird reason you're not allowed to duel in PVP zones, which makes no sense as it's the most realistic place to duel due to the PVP healing debuffs applied to you.
Since all duelists seem to be forced into overland, why not have a Craglorn / Belkarth for duelists?
What do I mean by this?
Craglorn is the unofficial go-to place if you want to recruit people onto PUG trials.
If people want to do some fast trials, off to Craglorn they go.
I think it would be cool if PVPers could have a city for dueling. People of all factions and guilds can meet and test their mettle. You know if you enter say.. Kvatch (it got a gladiator arena afterall) people will invite you to duels.
I think it's a better solution than being bothered by frustrated PVP players inviting PVE'ers to duels near random wayshrines.
Thoughts?

✭There is a dueling arena in stormhaven but not really used due to not having a wayshrine nearby.
Every server has its own unofficial dueling spots. PC EU is the alikr desert, or more likely salt desert.
PvP healing debuffs also apply in duels you do in Overland. And Cyro is supposed for alliance battles, duels will only strain the server even more if you could requests for own alliance members for duels.

✭I see duels in quite a few places on Xbox. I play on both servers and see a lot of dueling in Riften, Vulkhel Guard, and Davon's Watch. All near the wayshrines. I also see dueling near all three Undaunted enclaves. You may want to look at these locations on your server.0 -

✭Try it at the Bergama wayshrine. Thats the Spot where most duels happend. But be warned, you will face the best duelers and the most broken builds there.0 -
Husan✭✭✭✭✭I often see duels close to wayshrines in popular locations. Most notably Davon's watch and Vivec city (the wayshrine outside). PC EU.0
