I tried using them on my char but I see that when I do, my ultimate does not regenerate but just sits at the same number. Is there something I am missing? Do they only work while in combat? I only tested it twice (once in PVE zone, second time in Cyrodiil) but I was not in combat.
It's supposed to grand Minor Heroism, restoring 1 Ultimate every 1.5 seconds for a little over 50 seconds. (45s cooldown)
Any info would be helpful, thanks
