Honestly a new weapon type and skill line would be pretty awesome since we haven’t had that yet in the game. Spears and Crossbows come to mind.
Unfortunately it doesn't. The sticker book still requires you to bind a specific weapon type. For instance staff, sword, bow, etc. It doesn't allow you recreate any weapon type for a set till you obtain that specific weapon for that set.
Weapon skill lines like one hand and rune would not be an issue at all. Unarmed as well for obvious reasons and I doubt they'd introduce a set piece for your knuckles. Would look very odd with the various hand styles/costumes in the game.
Introducing a single weapon type in the loot pool shouldn't be too hectic. The issue is creating a style for it for past and new motifs.

I would suggest adding a new zone where this new weapon drops. Lore-wise, it can easily be explained: this region is home to fighters who invented a unique fighting style using [insert new weapon] and the rest of Tamriel hasn't adopted it yet. Easy. Lore-wise, this would even explain any gradual integration of this new weapon in other zones.
I think ESO needs a new skill line! It keeps things fresh, and gives players something to work towards. Especially when NPC's already use one-hand and rune.
BTW. weapons and classes are two different things. I came thinking someone was requesting a new class that was fixed to a specific weapon like the game we do not want to play design things.
I think the chances of a new weapon line are limited to a Magicka melee and even then it would likely have to be something that works with the existing weapon designs. It also opens a dark box of potentially other weapon lines since Zos has a weak spot of appeasing players that scream a lot. Some of this has lead to the power creep we have experienced and others have lead to Zos showing how much they vacillate with their own choices.
