Player Movement cap different when mounted?

I've been working on a quick character to do farming with and my only goal for the build was to meed the movement cap in and out of combat. I have two characters to test movement speed efficiancy: 1) Stamina Nightblade Khajiit (on foot) and 2) Magika Templar (mounted).

Both characters are using rapid maneuvers as their source of Major Expedition (and Major Gallop).

The stamina Nightblade is using 5 piece Jailbreakers(+10%), the Steed Mundus stone+3pc divines (+11.95%), and the Ring of the Wild Hunt (+45%+7% swift). I also have windrunning (+2%), Concealled Weapon (+25% in sneak), and am a vampire (dark stalker 2/2). By my math, this should put me at 219% movement speed.

When I test my movement speed on both characters (fully buffed) my Khajiit is only able to hit ~50% the movement cap (32km/h) while my mounted templar (fully levelled mount) can hit over 75% the movement cap (49km/h). I am using Racing Panel to test movement speed and compare the characters.

What I've discovered is that when I am at full speed in sneak on my Khajiit rapid maneuvers does not incease my movement speed. I tested without other buffs and simply sneaking and the major expedition DOES affect me while sneaking, however I appear to have hit a movement cap while on foot that my mounted templar is not affected by.

Can anyone explain to me why my Khajiit is capped at a lower movement speed than mounted characters are?

    On foot movement has a cap of 200% (double the normal speed). Mounted movement doesn't have a speed cap.

    Mounted movement speed doesnt have a cap!? Thats pretty stupid. especially in Cyrodil....

    Unlike run speed the number of mount speed buffs is extremely limited so there is simply no reason to have a cap at this time.

    There’s one source of Major Gallop (Rapid Manouvers). So the fastest you can go on a mount is a fully levelled mount + 30%. It’s not possible for anyone to go faster than that, so no need for cap.

    The reason a cap was put in for Players was because at one time it was possible to build characters that could out run the fastest mounts, which was considered by some unrealistic, and others annoying.
