Scion of the Blood Matron bugged?

So I finally got my vampire bite and have Vampirism for another 6 days and 23 hours

Great!

I went to the spot where the mission giver would spawn. But he is not there

I did /reloadui, relog, went to another town. Logged off completely and started back from launcher. Nothing worked, NPC is still not there.

Does anyone knows about this bug? Or am I doing something wrong?

If you were bitten by a player, go back to the shrine and check your quest log there. Be on the shrine. You should have it in your log. Relog and try again on the shrine if it's not there. It should work for you then.

To be a little more clear,

Once you are bitten by a player you click on the altar beside where they bit you. Theres only one place they can bite you, the quest starts at that location, the NPC you speak of is for players whom have been bitten in the wild.
