Blood of Old Karth problem

I noticed that in my achievements I was missing a Greymoor Quest achievement. The one for the quest "The Blood of Old Karth". But the problem is, I cannot find the quest giver Adelrine. She is supposed to be located on the road in to Karthwatch, but she isn't there on either end.
I have already finished the main quest, could that be the issue? I also notice that Karthwatch is still in a black icon indicating that i haven't finished it's quest. The survivors of Karthwatch aren't in Solitude either, so I haven't done the quest.
Anyone know how to get this quest started under these circumstances?
