Thews of the Harbinger vs Imperial passives?

The Red Diamond passive for Imperials states this:
When you deal Direct Damage, you restore 333 Health, Magicka, and Stamina. This effect has a 5 second cooldown. It also will reduce the cost of all abilities by 3%.

The fifth piece of Thews of the Harbinger states this:
When you block a direct damage attack, you deal damage based on 7% of your Max Health. The set continues to deal damage regardless of range from the attacker.


So, would blocking a direct damage attack - which in turns damages the initial attacker - proc this passive?
I can't find any info regarding this, so thanks for all input!

    Should proc the passive. You dont reflect damage, you deal damage based on your max HP.

    I would assume that it wouldn't, because you're technically not dealing the damage. You're just reflecting their damage. Knowing this game, there's no telling though with how it registers damage types.
