There are perfectly valid, tactical reasons to do things like that though. Players flock towards the scrolls. So moving the scroll to an enemy faction has the potential to pit your two opposing factions in a fight to get the scroll, while your faction takes keeps. Or, sitting a scroll in a position and killing enemies who attack is a way to draw the defense out of keeps and make them easier to attack. Running a scroll from the temple to you home keeps is one way to lose your home keeps when the enemy faction comes knocking for their scroll.

The same behaviour can be seen with volendrung. Rogue players hand it to the enemy or jump in slaughterfish-waters to block it.
There are even rumours that some players sell scrolls or the hammer for money to the enemy.
It seems it's tolerated by ZOS and hated by players.

The problem when it comes to an issue like this is that there are many different people in the alliance wars with different goals. Some guilds like to take objectives to generate massive fights, this is because they are trying to make things more challenging, while others care about the actual results of the campaigns.

If ZOS really wanted to fix this they would fix the reward system for pvp. Currently there is no AP granted for returning a scroll or even capturing one. The quest is laughable at best and even the mailed rewards are pretty ***. The only thing you really get from winning a campaign is transmutation stones and those are pretty easy to get.

A few months back there was this notoriously toxic guild that spent most of its time hiding on whichever faction had the most numbers. They'd do all manner of low brow things including threatening female players, acts of simulated sexual assault on children and women, sabotaging PUGs, Using alts to tell them where to find other players and or VD comb them, etc.

All just to prove how desperate they were for even the most middling of acknowledgements.

Just before faction lock became a thing they were even caught claiming that they were being paid by this or that person to sabotage scroll runs. Then they'd demand everyone report other players.

All in some weird attempt to prove they needed the attention...

The latter of which Telel has in clips taken from one of the streams where they pulled this malarkey. Sadly khajiit can't post the clips of them here due to ZOS's naming and shaming rules. They are however in the highlights section on Telel's twitch channel.

Several of those same disappointments are still in cyrodiil today.

Farming with scrolls can be fun. Not everyone plays for map objectives. Lots of us play just for fun fights.

Quite often, taking a scroll and farming it for a while (when a good group holds it for a long time) pulls a lot of heat off keeps for people to take or take back. TBH if zone understood this and just went with it, those who care about the camp score would see it as an opportunity to gain ground while peeps are distracted by a scroll or the hammer.

Just like organized groups - scroll farms and holding a keep til the zerg shows up to get rid of you serves a purpose and often an advantage if people just thought an extra few moments about it.

Lastly, we should all have the freedom to enjoy the game our way.

There's nothing wrong with using the scroll so groups can farm zergs that flock to it. If you care about the score then power to you, alot of players are looking for fights.

Opinion is split on this forum, folks will flood your thread to say it's ok, it's normal, cries of 'SPAI'S BEING LIES' etc but the sooner all the shady nonsense in Cyro is cleared up the better for everyone I say.

It discourages new PvPers like nothing else but the milenials don't care they want their fun and don't care it ruins it for others / themselevs long run

Scroll trolling gives people fights. It isnt even as bad as it used to be.

If the maps basically dead, one small group can take a scroll and cause some action on an otherwise dead/dying map. You can't penalize people for having fun that causes literally no harm to anything. Fact is, The scroll trolls are keeping Greyhost alive at the time I play, otherwise it's just boring nonsense over one farm.
