How would you test sets on a dummy, that proc when you take damage?
Even if you would be a nightblade or a vampire, which have self-injuring skills, those skills would take a slot from your rotation. Any other method?
Another question: Is there somewhere a updated spreadsheet of all sets with key figures for damage, tick, duration etc.?

✭✭✭You can create damage health potions- fleshfly larvae + nightshade + nirnroot will do immediate damage to you and I think also apply a DoT.0 -
