Did ZOS add cool down on ALL SKILLS IN CYRO CP campaign?

As the video bellow shows, it seems like whenever I dodge I get a cool down on all my skills regardless of whether they require a target or not, and it's not just on dodge rolling situations it happens whenever I am close to a group of players, I died multiple because of this new feature (bug?) is this supposed to happen as part of the testing? btw the cool down last much longer whenever I am close to any group of player causing me die every time, this happened today Thursday September 24th

✭✭✭✭✭I'm guessing this was recorded about 2 weeks ago ? They are currently doing PvE tests in Cyro, Week 1 was a 3 second cooldown on all AOEs, so you could only use 1 AoE every 3 seconds0 -

Crash427✭✭✭✭✭Happens to me on all my classes. Went in to get my tier 1 today on my magden and it was the same. It does seem worse when it's laggy. I'm guessing whatever it is that makes it so you can't cast while dodge rolling just hangs on a bit too long.
You can see this same sort of thing on anything that has a set amount of time it's supposed to take. Proxy det is 8 seconds, but with the lag I've seen it take as long as 12. Once fired a spectral bow that took a full 7 seconds to land on the target. Everything just takes longer, and don't get me started on ulti cast times.Edited by Crash427 on September 25, 2020 2:22AM1 -
