Champions Cache Help

I accidently took the cache from my email on a toon that didn't earn it, and now it says this charactors level is too low to use this item. Are they talking about charactor level or PVP rank? I can't trade or bank it and my ticket only got back a "so sorry" message. Appreciate the help

Level up that character to 50 and you should be able to open it at that point.
