I know this is a weird suggestion, but i feel with Craglorn possibly a month away they need to hold back this content.
Im sorry VR10 people but you are few and far between, and the possible damage I can see from this is pretty substantial.
The game is in a bad state at the moment, there is a laundry list of fixes needed and some which are critical to the long term health of this game. Some of the most major issues: Quest blockers, Duping, Botting, Gold sellers, client crashes, rollbacks and more.
At the moment there is nothing at stake, you reach VR10 and thats it. But with Craglorn the stakes get higher, leader-boards and loot are going to become the focus of this game (PVE).
With this many issues and the possibility of more (which always happens with a large content patch), Craglorn could bring about a new wave of issues that could push people away and end up having people simply bug their way to the top or cheat the system.
I feel Zeni can come back from this (and im a guy stuck at VR1 for over a week), because gold has little value and VR10 doesnt mean much. But with raids brings repairs, new loot and value to the endgame. I just feel Zenimax would be in the wrong to push this content out, until the game is in a respectable and stable state.
Do these fixes now, while the damage can be controlled. Dont force out content to meet deadlines, 90% of your playerbase wont care as long as the game is fixed.
