[PC] [NA] Nightblade's Siphoning Skill, Debilitate, does not proc Icy Conjuror

As the title states, the Debilitate skill from the Nightblade Siphoning skill tree does not proc the Icy Conjuror set. Debilitate states that it applies Minor Magickasteal to targets afflicted with the ability. Icy Conjuror states that it procs off of any minor debuff, so they should work together. I've included a video here and screenshots of both the Debilitate skill and the Icy Conjuror set. Thank you.

✭✭✭✭✭Does the unique Shadowrend debuff proc the set? Or does it have to say "Minor" in the description? Seems like even that's not enough, if Minor Magickasteal doesn't proc it.0 -
kingsforged✭✭✭Highly doubt magickasteal is counted as a debuff, otherwise you could proc the set with nothing but elemental drain from destro staff for nothing.

Minor Magickasteal 100% is a debuff, and you can proc Icy Conjuror with Ele Drain - it's what I use to guarantee the proc with max uptime on my Ice Warden.
I have noticed that putting Debiliate on an enemy doesn't display the Minor Magickasteal debuff on the enemy, though. Perhaps the game counts the Magickasteal as being a part of the DoT, instead of applying the debuff for 10 seconds (AKA the duration of the DoT) alongside it like it does with Ele drain? Those were my thoughts as well. With the Stonethorn Patch, I thought this would be fixed because of the Proc chance rework, and the patch for Lotus Fan's Minor Vulnerability now working with Icy Conjuror. Now we play the waiting game. lol
