Minor Magickasteal 100% is a debuff, and you can proc Icy Conjuror with Ele Drain - it's what I use to guarantee the proc with max uptime on my Ice Warden.
I have noticed that putting Debiliate on an enemy doesn't display the Minor Magickasteal debuff on the enemy, though. Perhaps the game counts the Magickasteal as being a part of the DoT, instead of applying the debuff for 10 seconds (AKA the duration of the DoT) alongside it like it does with Ele drain? That would explain why Icy Conjuror doesn't understand that the condition for its proc has been fulfilled, and why the Minor Magickasteal debuff doesn't appear on debuff trackers.
