Can Glyphs Trigger Set Procs?

I recently got the Winterborn set with the intention of using a Frost Glyph to trigger the set's 5pc bonus. However, I'm noticing it isn't working. I reported it as a bug, but since then I've been told both glyphs don't proc sets and that they do. I don't have any other element triggering sets on hand to actually test this to verify this doesn't work but I'm fairly certain people are using frost glyphs to trigger the new elemental catalyst set? So I figured I'd ask here to see if someone could confirm one way or another.

Is it a bug that Frost Glyph isn't triggering the 5pc set bonus on Winterborn or should it?

I've used flame staves with flame glyphs on them to proc the Burning Spellweave set so I believe its possible. Then again it could have just been the element of the light/heavy attack itself instead of the glyph. This is something worth testing I believe.

Some sets that proc on elemental damage include glyphs and/or light attacks, and some don't. Each set is different. I thought that Winterborn did work with both, but apparently not
