Why would something being added to a later bundle, ever retroactively give those things to earlier purchasers? If you buy Fall AAA Game 14™ for $60 in 2018, and then the "Definitive" version comes out (a year later, for $40) that includes all the DLC, would you expect them to give you the DLC?
Or if you sign up for a broadband contract, and then two months later the ISP adds "free year of HBO Max" to that level of contract, would you expect to get that retroactively? No, it's only for new signups.

Don' travel by bus, train or even worse, plane, then. The person sitting next to you may have bought their ticket 20% or 400% the price you paid, depending on time, schedule, bundled sale, platform, whatever.
Morrowind is old enough to include it in basic bundle, so that new players won't feel intimidated by amount of stuff they need to buy to catch up
