Mad Tinkerer's tooltip is not consistent with the patch notes

In @ZOS_GinaBruno 's patch notes, Mad Tinkerer was said to no longer have a proc chance. According to the gear tooltips, it still has a 10% proc chance.
The cooldown was indeed lowered in line with what the patch notes suggested.

Tooltips are looking high for multiple sets. I actually checked Combat Physician of all things, and the numbes seemed high.
An obvious guess is that champion points are being accounted for in tooltips in ways they were not before, but I have NOT done any arithmetic or careful checking to confirm or disconfirm that guess.0
