Is this an ESO problem or a Steam problem?

You don't have to buy it through steam. Find it cheaper somewhere else, make sure your account for ESO is linked to the steam account, and it will work fine.

How much would it be for you to buy from the ESO website? If there’s a big discrepancy where the Zenimax price is lower than the Steam price, you need to reach out to Valve. Zeni has no control over how Vapvw calculates exchange rates or sets pricing.

But it is cheaper in Ukraine though?

380₴ in Ukraine is $13.65 which is about 10% cheaper compared to the actual $14.99 in USA.
