dungeon finder suggestion (selection tiers for random reward)

I suggest to have tiers for the random dungeon finder.
Example,
choose your favourite 10 dungeons then queue randomly for tier 1 reward, choose between 20 for tier 2 reward, etc
This will reduce the chance of queueing in to a half hour dungeon instead of a 10 minute dungeon when short on time. Or avoid disliked dungeons instead of having to drop eso plus to avoid dlc, etc
Any other thoughts from other would be awesome on the topic
