here is the image of my task manager when I open the ESO client and goes away as soon as I close out of the client.

You can disable the Xbox Game Bar by opening your Window settings and choosing Gaming > Game Bar. Set the “Record game clips, screenshots, and broadcast using Game bar” option here to “Off”.

So you are saying that it is a windows thing that starts with ESO client?

Yes. It’s a feature in windows 10 that initiates when any compatible game is launched. It’s not specific to ESO in any way. You have Microsoft to thank for that.
