Is this even true? Because the Cunning Scamps I'm killing only drop one "Scamp's Tel Var Satchel" each.
While those may contain more stones than usual (not sure), I'm fairly certain that they used to drop two satchels each during previous IC events...

That's not too unusual. I remember sometimes getting two [Hakeijo] from a single scamp during previous events though.
Also, the Cunning Scamps' satchels contained 100-200 stones each which isn't more than the normal amount either.
So far I haven't seen any proof that scamps actually drop any extra loot. I guess I'll do those achievemts some other time and rather enjoy the double AP in Cyrodiil...
