Double AP in IC?

I was just farming some AD players in IC(ruby throne, pc eu), and i noticed i was getting double ap for kills.

How come? Low pop bonus isnt a thing in ic is it?

The Imperial city event maybe but I don't recall it saying that AP is increased by the event but then again I barely take part in it aside from getting a few event tickets each day.
