About new monster set 'Stone Husk'

The description of 'Stone Husk' set that show in game said

"Your Heavy Attacks tether you to [enemies] ... "

but when i used HA, it tether to only one enemy even i group them infront of me and HA.
So, is this set bugged or just misunderstand description?.
Also, how can we stack up Husk Drain over 5 stacks when it instansly consume when end of effect??

EDIT: Found the answer about stack, its increase when enemies touch the tether

    I have no idea... I read the description and decon'ed it because it sounded like a terrible set.

    Yeah the set is a big meh, no one talked about it on the PTS. 0 buzz.

    It requiring a heavy attack is it's first oopsy. The heavy attack hitting "enemies" is a lie, even the pts notes wrote it that way. It only attaches to 1 target, but the tether can hit more than 1 enemy like the Necro skills. Ultimately, way too many mechanics to get the most out of it.
    1. Make sure you heavy attack every 10s.
    2. Make sure you positon yourself behind atleast 3 enemies from the target in a straight line so you can get max stats.
    3. Utilize the 5s "burst window" for the 150-450 weapon damage you earned.

    Way too much effort.

    Seems like they had that grand plan to make changes to LA and HA that failed on the test cycle, but the combat team didnt inform the items team that the idea was scrapped. The new trial gear in Greybore was all ready for those changes as well as this DLC. If we see the same theme in pt2 (q4) item sets then they did nothing this year that wasnt already planned around those LA/HA changes.

    Sounds about right. They confirmed just before U26 (Greymoor) in an interview that they were almost complete on U27, and working on U28 and U29. Thats simply how developement cycles work, by the time we see the final product, they've had it internally for 6-12 months.

    It's pretty surprising that item sets would be finalized so early. I guess in ZOS's opinion, they still want to tackle a big change for HA/LA so why ruin the base concept of sets if the current system isn't going to stay anyway.

    I fear for the changes as I currently heavily rely on light attack weaving for more than most builds..

    That's a shame. I was hoping it would work the same way some of the necro skills work by attaching to multiple corpses in that the tether would attach to multiple enemies. But it its one guy and anyone dumb enough to run through the tether, its kind of pointless for PVE and totally useless for PVP

    There is nothing specific to light attacks.

    So basically only Bound Armaments passive bonus force you to rely on light attacks more than most builds. This can be easily accommodated in the same patch, for example, replacing it with heavy attack bonus or just removed like ZOS already did before.
    So don't be dramatic.

    This set has some cool ideas but, as others have said, there's just too much going on to recommend it over other sets.

    It seems designed for PvP but gives you a PvE bonus (Weapon Critical) as the one-piece bonus. If you are using it for PvE then you are getting a ~1k DoT and 150 Weapon Damage for 5 seconds as most PvE fights that matter are against a single boss. Nearly any other damage monster set can easily best that with far less effort on behalf of the player.

    In PvP, it only really would be justifiable if you are 1vX'ing but even then you are limited with a very tight burst window, a PvE set bonus, and a DoT that does trivial damage after Battle Spirit and player resistances. Why you would prefer that over Balorgh's for burst or Bloodspawn for defense and utility is beyond me.

    The tether idea is nice and unique but you could probably get more general-purpose use for this set by giving the wearer the 450 Weapon Damage (or whatever would be balanced) against anyone that they are tethered to and leave out the whole stacks mechanic completely. That way, the set would be very strong (and able to compete with Balorgh's) in small-scale melee PvP as well as be a viable set in PvE.
