What do the 2nd and third points do for the hirelings

So I have a couple of characters with hirelings who drop off a bag of stuff every day. I'm wondering what the 2nd and third point do. The description doesn't really say.

✭Even the '1' point in this skill has the change of a rare improvement (Yellow) but the odds just get better.0 -
loudent✭✭✭I wonder what the magnitude of increase is. I don't have a lot of extra skill points that this point and I wan to make sure it's invested wisely. If the chance for a rare goes from 1 in 20 (for example) to 1 in 19 then I'm not going to bother with it at this point. however if the increase goes from 1 in 20 to 1 in 10 or 15 then I will.0

loudent✭✭✭great, one last question: Does it matter which character opens the pack? i.e. does the current' characters skills matter? or is it keyed to skill itself.
Also,
What if you had all 8 characters with some points in the BS crafting pack, would you get 8 a day (16 with level 3 perks)?0 -

Not actually. Mail only gets sent when you are logged on to that character, but mail itself is account wide and the bag can be retrieved by any character

It is actually better to open the mail on the character with the highest crafting level. I have hirelings on my alts but open them on my main. That way I get higher level materials.MMO PvE veteran looking for suitable guild:
