Hi, I would like to know at what level does this dislocate the competence lines in the ESO shop?
Is it just to unlock the line of competence?
or
Are all spells at maximum level? And there is more than just adding skill points to unlock x spell and passive?

Not a problem, just providing a preface if there's any misunderstanding from me in my reply.
When you buy a skill line from the store, you will get the skill line at it's maximum level, but you will have to gain the experience to make your active skills reach the point where they can be morphed, as well as levelling those morphs to their strongest effect.
You will have all abilities in the skill line ready to put points into immediately, however. So if you are simply after the passives, then you will be able to get them as soon as you buy the skill line.
Note, you must level the skill line to maximum on one character naturally before you can buy it on other characters.
