Can't Change Volendrung Skill Order

Why is it that we can't change the skill order with Volendrung? I use a gamepad and would like the spammable to be the LB button and the knockback to be the RB button so it's easier to aim. Currently it's bound to Y and X respectively and I find it difficult to hit moving targets.
Has anyone else noticed this or is it just me?

✭Yeah, it is extremely obnoxious - I have a preferred order of abilities arranged by type (ie. spammable, execute, selfheal, etc.), and of course it is totally different from how the hammer abilities are arranged.
I get that we are not allowed to use other skills while wielding the hammer, but at least we should be able to rearrange the hammer abilities.0
