Filed an in-game bug report. Thought I'd drop one here.
Does this look familiar? Blastbones all over again with Crystal Frags. Exactly the same issue. Skill darkens out and is unusable. Switching bars brings it back.

Bar just stays that way until you swap. This happens in all content. Happened several times yesterday during vCR, but we had to quit that trial as the lag and skills not firing made it unplayable.
I like this new iteration of Frags. Really hope it doesn't become another Blastbones that doesn't get fixed.0
