FPS Drop - Update 27

Hi,
I got a massive FPS drop with Update 27. I used to run 70+ fps ins towns like wayrest and solitude (wayrest dropped to 68-69 maybe) and over a 100 in the wild. Since the patch wa launched, my fps in Solitude (which I use as a comparison) has dropped to between 38 and 43. I have tried changing .ini settings, removed all addons, tinkered with graphical settings both in game and the GPU control panel and it seems it is affected by nothing.
I am just checking if anyone had a similar problem....
My specs are:
Radeon RX 5700 XT
Ryzen 7 1700
32 Gb RAM

Thought this might be usefull information:
Every component is working well below 50% except VRAM, which is being used at 160+ %. I've checked sites like Tom's Hardware and they say it is probably software.0 -
