So, with the fighter's and mage's guild the earliest you can get a skill is level 2 (other than a passive, but not sure if passive's increase level). So, how is one supposed to get to level 2 for the first point?
Thanks, @ariella321 . I had run two characters through the same FG quests, and couldn't for the life of me figure out why one of them could access Silver Darts and the other couldn't . Now I know!

Get into the fighter's guild then fight all the Dark Anchors and Fissures and you will level Fighter;'s Guild. I had Silver Bolts before I did the first quest.

Easiest way:
Join the Fighters Guild as soon as you're in your starting city, then do the following:
If you're playing Ebonheart Pact, take the boat to Bleakrock afterwards and farm the hell out of the three named skeletons outside Skyshroud Barrow until you get to level 2.
If you're Daggerfall Covenant, sneak your way to Baelborne Rock and assist players who fight the Dremora in the Baelborne Rock questline.
If you're Aldmeri Dominion ... no idea, never played those milk-drinkers.

I actually found leveling the mage's guild quite easy. I always read anything that sparkles and routinely rifle through all the book shelves of every building I enter. Books can level up other skills, not just the mage's guild. you should always read everything you can.
