Our guild runs WB groups with a wide range of people participating. Having two person mounts will help speed up the process as some people have slow mounts.
And I suppose having a more experienced player help out a friend, I guess.

I've been wondering exactly the same thing, and assumed it was being introduced as part of a mechanic in a new dungeon or something. Other than that, I can't see it having anything other than novelty value.

Although imagine if you could use it in Cyrodiil, and the passenger was able to act as a 'gunner'....that would be quite nice

Some people might do it for fun (or trolling), but I don't see a practical value here. Why would you mount if you don't even know where the rider is doing?

I can certainly imagine it being helpful while taking newbies around to get skyshards in Cyro with their slow slow ponies, something that if you've played for 6 years you've probably done more times than you ever want to remember
