So im trying to grind to level 10 mages guild. I am following Hardcleric's youtube guides for a precise location of the books. I managed to complete a few places successfully, but some areas for example I will only find 1 book and for the next 10 I wont be able to fine one and this has happened for the last 4 regions now so I have given up.

Do areas/regions have to be ticked off in some sort of order. I am aware that supposedly it could be in 4 areas once one has been picked they move, but its strange how its happening in multiple regions, where as the first two regions were in like for like places.
