    simple, found alot along the coastal beach on Shimmering isles, Peyote are common, also made into mixed wine and strong spirit drinks, others cultivate peyote bloom, much rare than moon sugar. those herbs never allow to leave the island unless made into imported drinks at deep price.
    no wonder why many pirates wanted to bootleg into Tamerial.
    herbs were for inhaling in local hookah.

    Yes.
    I don't know much about drugs (other than skooma and the things used to make it) in Nirn, but I would think that given high elves' relatively close proximity to where moon sugar is produced, that's a pretty safe bet.
