If you collect all of your daily rewards that’s like 10 XP scrolls per month. It’s more than enough to take a bow toon to 50. Plus I think you pick up a couple more along the way and one of those is a 100% or 150% boost for an hour, character bound item which works great for those last few levels.
Honestly I grind more hours in this game leveling up skill lines only current builds. I spent most of last week retooling my magplar with 6 skills that I had never bothered to unlock or level before because solo and group setups are quite different. Now I’ve got those skills all in order and can bring that toon to more group content when I choose or swap skills and equipment and solo like I was before. I did have to go grind out a dozen skill points to add all the skills and morphs though which added time. Still it was a good 6-8 hours of grinding without the exp scroll to get everything where I wanted it to be followed by another 2 hours learning a new rotation and several hours of practice since.
The grind doesn’t stop once you hit 50 unfortunately!

And this is true: I really hate doing one and the same thing for hours. Some people are patient, some are said to level till 50 in just 1 day. How they are not going crazy? I don't know. I tried Master Writs method. Crafted gold things. It yielded 9 levels and I ran out of Master Writs and Gold. To dolmens, again? I want to cry. Or just log out and play something else - the game where I actually PLAY, not stay at one damned place.
Why not having an option to purchase a lvl 50 character? To make this thing fair, let it work like this: a player must already have a maxed character of this class. Like: I have a lvl 50+ Sorcerer and I'm able to create one more, without having to waste my time leveling... Maybe the required level could be 160 CP to make sure the player knows how to play this class...
P.S.: I play 1-2 hours a day. I can't run 3 dolmens in circle because of loading screens: once I get to dolmen, it is already done. So I just stay at one and the same place.
Set of Training gear, experience scrolls, and random normal dungeons. That's how I did it quick. If you want to spend money on anything, do it for the 150% crown scrolls. You'll be shocked at how much XP you end up getting from that first daily random.

Buying skill lines is in the crown store, because... it is designed that way - to take time to get. It is on purpose. So you would either waste time or "buy convince" (P2W is not fashionable, so game companies go for "time-severs" instead).
If they allow us to "buy" level 50... the next thing they will do is to increases exp needed for level 50 by 1000%. So you will have to do 10.000 dolmens in Alik'r (with 150% exp scroll during 100% event exp boost) instead of a 1.000... or... just buy it...
Not to mention how it will affect game balance itself. Being able to have instant level 50 will break something for sure, not to mention it might lead to some crazy exploits. Simple example:
Enter on level 10 character to "below level 50", open crown store, buy level 50, spend CP & equip 160 CP gear, and enjoy. When you are done, you bank all gear, logout, delete character, and repeat procedure next day etc.

Oh I hear ya, I have 15 maxed out characters. The grind in ESO is beyond real. But I'm merely speaking from a business perspective and by looking at the trend in which the crown store has gone. This request by the OP does not seem far-fetched from other revenue-generating ideas that probably get thrown around in their meetings.
The fastest way to a fully developed character is to level normally while collecting all the skyshards, lorebooks, and doing the psijiic questline. Once you get to about lvl15, throw in a random normal dungeon to start leveling undaunted and fighters guild skill lines(as well as get the skill points).
THAT is the way to level a new toon EFFICIENTLY...

^^ This. There are faster ways to get only the levels, but then after level 50 you still need to grind skill points, mage/fighter guild, etc...
The most efficient (and less boring) way to develop a character is to unlock mages, fighter and undaunted guilds and then get on the psijic questline which will bring you around a lot's of zones. Pick up all the skyshards, lorebooks there, do each dolmen once and also do the public dungeons in the zones you're passing through. Afterward start running the normal dungeons - as you have an organic developed character with all the skill unlocked you can do them easily without carry - and use the xp scrolls collected from the daily login awards, the dungeon quest gives you lots of xp (and a skill point too), you will be level 50 way before you run out of dungeons to complete.
