    I look at both.

    More so the buyer. Zenimax does ban the bots, but they keep popping back under different IDs.

    The gold sellers are financially motivated to keep coming back. (Because people keep buying from them).

    Plenty of blame to go around. Ignorance is no excuse though...ZoS knows this is happening yet you can travel into a starter zone and see a dozen bots running the same programmatic route over-and-over, day in and day out.
