Does using third party plugin to allow mouse and keyboard use result in a ban?

I have seen a player who from his clips on ESO as well as other games like overwatch I am certain he is using a third party device to allow him to use a mouse and keyboard instead of a controller, is this against the terms of service or is this allowed?

✭✭No, I wouldn’t say it’s against the TOS, and really not any different than being able to use a controller on the PC version of the game.1
