As if bar swapping wasn't already slow enough, being stuck in CC and unable to swap bars is honestly not fun. This is a true problem for magicka builds in particular because they often run out of stamina to break free. We should at least be able to swap bars to be able to use healing or whatever abilities we need when CC ends. It's no fun having to double bar spells because the game won't allow us to swap bars for like 2 seconds...
