You just had to bring it here too? And why would they tell people about something that's isn't even shaped into the final change? Also, wouldn't these changes be Cyrodiil-only? PVP is not "the game" it's "the part of game" .

Wouldn't logic dictate that having a vastly different set of rules like 3 second cool downs in cyrodiil and no where else be confusing for new players and so the logical solution would be to add it to the entire game....

Nope. We have PVP-exclusive health buff and healing debuff and some remarks on abilities regarding their effect on players, like "enemy players will be silenced rather than stunned"
