If you're talking about the skill with a bluish border around it, your screenshot is rather dark, but that appears to be Ricochet Skull, not Blastbones. Ricochet Skull does additional damage and hits enemies near the target on the third cast, so the border seems to indicate that the next time you cast the skill will be the third blast that does additional damage. If the blue border bothers you, you can use Elemental Weapon or Force Shock; those are both magicka spammables and deal the same amount of damage as Ricochet Skull.
If you're talking about the skill icon which is not darkened, Boneyard, that's because it's an area of effect skill and doesn't require a target to cast. Most single-target abilities will be grayed out if you aren't currently looking at a target, indicating that you can't use the skill at the moment.
