Does greymoor (non-upgrade) come with necromancer?

The Greymoor Digital Standard Edition includes Elsweyr. Does that mean you will also get access to the necromancer class?

There seems to be conflicting answers to this all over the internet. Some say that now that Elsweyr is DLC, the necro class is a separate purchase and won't come bundled with the expansion. That would imply then that buying the full base game should not include the Warden class (because Morrowind is now DLC), but warden is included in that purchase

So what is the situation with necro and the full greymoor edition?
