Thieves Guild quest bugged, need help

Hello, doing the thieves guild side quest at lvl 9. That which was lost. I have to pickpocket a bounty hunter and unfortunately the option to pickpocket him is grayed out and says Pickpocket (empty) I have no clue what I did wrong or what. I noticed and asked other players if they were able to pickpocket hima nd they said yes so don't know what's up with this quest. Please help if any can be provided or else I guess I'm SOL on completing the thieves guild quest line.

I have tried re-logging and abandoning the quest and doing it all over again but same result... thanks.

    Check your inventory for the Arrest Writ, it might be there

    Also, if this Bounty Hunter is an Alliance Town, go to the Mirror Town in another Alliance.
