As I'm experiencing major latency issues, I would like to do a pathping/tracert to try to figure out where the packets are getting lost.
Can someone tell me what is the IP of the PS4 EU megaserver?

The PS4 does not have an option like the PC for performing a tracert. You can use the test connection option on the PS4 console to find out if there are any connection issues going on.The Elder Scrolls Online: Tamriel Unlimited - ZeniMax Online Studios
