You only have to be cp300+ to use the dungeon finder. You can still form your own group below that and port directly to the dungeon.

"Newest" monster set helmet that we had there was Vykosa / Balorgh. Theose set were from Wolfhunter DLC - almost 3 year old content. The only monster helmet that did not appered there, but should is Stonekerper helmet (shoulders did there). It is an old set, and as far as I know it was nerfed, so it has a good chance of making its way to gold vendor.
As for newer sets ? We can forget it. At least for now. ZOS made a wierd decion that we had to re-grind old content (vMA / vDA drama). Also, they said that current set changes will be retro-active, meaning that you wont have to re-grind them... Indicating that it is 100% pissible for ZOS to make non retroactive changes that will require set re-grind...
Tbh. Primary reason I don't bother with dungoen DLC sets - are nerfs. Not the dificulty or time sink or cash. But I don't want to repeat that momen when I paid RL cash for DLC, spend a lot of time & effort into farming sets (time that btw. I don't think so. Monster helms still drop, it's only that sets are from old content. If they put recent sets, people wouldnt buy dungeon dlc.
