Cannot obtain the quest "God of schemes"

I Cannot obtain the quest "God of schemes". I grinded to 50 from 40 and just really entered coldharbor(I Got a friend to port me there) and I cannot recieve that quest. I tried fast traveling to other wayshrines and entering and reentering towns... none works.

    You get this at the empty city in Cold Harbour for normal. After finishing all nesessary quests before. Forget the shipyard.

    So, Basic I need to complete all coldharbor quests until able to get it?
