It's a hairstyle that's been on NPCs for ages, like Rolis Hlaalu in the capital cities, Velsa from the TG line, Veya Releth from the Morrowind line among others.
There are several hairstyles that have been seen on NPCs for a while now, but that style (and the mullet that Dagrund/Jailer Mellitus/the new NPC Helsi have) hasn't even seen a PTS release, so we don't even know the official name of the style. I'm really really looking forward to some of these. I get that the long one may clip a bit, but I don't care I'll take it anyway. But even some of the shorter styles like the Short Mussed Wave or Unruly Bangs won't clip, so I don't know why they're all still unavailable.
Please ZOS! People are quite literally begging to give you money for these styles!3
