Can I go to Stormhaven at level 10 to reset points? How do I get there? I am in Glenumbra.

Krohm✭✭Yes you can, look at the map all the way on the right side, the zone line is by the small town there, once you load into the next zone, Stormhaven is located in the bottom middle, Id recomand staying on the main road.2 -
Srugzal✭✭✭✭✭If you do this I'd suggest that you group with at least one level 16 or 17 (or higher) player. You can die pretty quickly if you take a wrong turn. Or even if you don't. Even the mudcrabs are level 17...1
