What is the point in a game wide nerf?

Is this done just to create more busy work for players? Or are there sets coming that will boost damage these affect areas?

What's the point here?

    Stam dk is still the worst stamina for pve, and it will continue to be. I had faith that it would improve something, but no.

    have you read the pts notes they are giving huge buffs in particular stamina

    I have read the patch notes. That's why I am here.

    I dont see how stamina does is going to help nerfs affecting tanks and healers
